ADMM CHAIRMANSHIP 2021

Security Environment. The Asia-Pacific continues to face ongoing security challenges and the most dynamic strategic landscape which saw increasing uncertainties. The outbreak of COVID-19 pandemic is a reminder of unexpected future challenges in non-traditional security. This makes the ADMM an even more important platform in the regional security architecture to bring together major influential countries in the region in finding common ground and working together to address comprehensive security challenges. The current situation also created a new form of pre-conditions which pose implications to military role in non-traditional security challenges and its peacekeeping and peace support missions.

The Year 2021 marks the third time that Brunei Darussalam will be the Chairman of ASEAN Summits and its related Summits. Brunei Darussalam will continue to ensure enduring relations among ASEAN and its Dialogues Partners for the peace, security, stability and prosperity of the region.

ADMM ThemeThe MINDEF will continue to support and contribute to ASEAN Chairmanship and the APSC through the ADMM and its related meetings. It also aims to take the opportunity to add value and enhance bilateral defence relations.

ADMM Priorities. MinDef Brunei makes a conscious effort and place greater emphasis on deepening confidence and trust together with friends and partners by continuing the positive momentum of the ADMM and ADMM-Plus. In this regard, it is important to seize opportunities for deeper cooperation to address current and overcome unexpected future challenges with sustainable with impact to the APSC and in turn, to the people of ASEAN.

Strategic Objectives Promote deeper and constructive engagements:

  • Closer consensus on the ADMM outstanding matters to ensure ASEAN's centrality in advancing relations with Plus and other external partners

Strengthen the prospects of future practical cooperation:

  • Sustain momentum and deepen cooperation in addressing traditional and non-traditional security challenges through opportunities in the digital age

Encourage synergy of cooperation within and outside ADMM and ADMM-Plus cooperation:

  • Enhance cooperation through cross pillar cooperation and pomote activities that would be of sustainable impact to building APSC and in turn, the people in ASEAN

Deliverables.

  • Build on its own initiatives championed in 2013 (ADI, ADIP and LSF)
  • Stock-take of ADMM with recommendations to contribute towards addressing external relations interest in joining the ADMM and review the ADMM and Plus cooperation
  • Provide a VTC protocol arrangements in view of current new norm
  • Sustainable impact to ASEAN community through EWG MM activities


Practical Cooperation

Internally, promote close cooperation and coordination between defence and military ASEAN cooperation framework. This also includes for Track 2 exchanges to contribute towards the ADMM priorities.

Externally, encourage practical cooperation to build on the network and interoperability amongst the ASEAN and Plus armed forces through ADMM EWG activities.
